Professor of "Philosophy of Law", "Ethics and Law", "Computer Science and Law", "Ethics and Legislation for Engineers" and "Electronic Government". Research projects (R + D + i) on: a communicative concept of law, access to legal texts, judicial communications over the Internet, security of electronic communications through the use of encryption and electronic signature. Head of the Research Group on Data Protection, Documentation and Multiculturalism (until 2019). He is currently part of the Information and documentation of heritage in digital culture Research Group. Postdoctoral studies and research stays in Frankfurt an Main (Germany, 1981), Bremen (Germany, 1984), Louisiana State Law Institute (USA, 1986) and Münster (1987). Joint research between 1992 and 1993 with the Universities of Linz and Vienna (Austria), 1995 and 1996 with Queen's University Belfast (United Kingdom), since 2007 with the Federal University of Santa Catarina (Brazil). Advisor (since 1997) of the public key certification services SISCER and FESTE and several telecommunications and software firms. Organizer in October 1995 of the Workshop "Cryptography, privacy and informative self-determination", School of Engineering and Faculty of Law, Univ. of Zaragoza. Author, editor and co-editor of more than two hundred and fifty publications, including 10 books.
