Abstract: The study is aimed at the improvement of social and economic relations based on modern directions of the formation of a rational socio-economic worldview, eliminating the sociological contradictions of modern society. The use of a system-holistic interdisciplinary methodology determines the need to review the development tools of the problem of creating a rational worldview in society. The basis of the research methodology has become the conceptual matrix of the formation of a rational worldview according to community levels, taking into account the basic socio-economic law of human development in any system. The article presents the results of a study designed as a clarification of the concept of “rational worldview”, creating a list of the benefits of forming a rational socio-economic worldview based on the laws of nature and society, and determining the directions of formation of a rational worldview in the context of the topic under study. The results of the study can be used in the system of state management of economic processes.

Novelty/Originality of this study: (1) actualized, based on the systematization of scientific views, the theoretical provisions of the formation of a rational socio-economic worldview and determined the modern directions of its development; (2) the analysis of modern practices of the life of modern society is carried out and the logical and ideological contradictions in the field of behavioral economics are highlighted; (3) the conceptual apparatus of the category “rational worldview” has been clarified in the context of the contradictions in the functioning of socio-economic systems; (4) a conceptual matrix for the formation of a rational worldview has been developed; (5) the advantages of the formation of a rational worldview among the subjects of the development of society are formulated, based on social criteria analysis.

Framing Analysis of Village Funding Corruption in Media Suaramerdeka.Com in Central Java, Indonesia, 2019 - Pages 1154-1163

Abstract: Various corruption cases have occurred in many villages in Central Java, Indonesia. Corruption is mostly carried out by village officials in running the government. One of many factors causing such corruption cases is the existence of village fund assistance. These corruption cases have been published in the mass media, Specifically on online media, i.e. suaramerdeka.com

This study aims to look at the media framing of corruption cases that have occurred in Central Java, particularly concerning village funding assistance in various regions through the online media suaramerdeka.com.

This study is a constructive paradigm research. The approach method used is qualitative. Meanwhile, the analytical method used is the Robert N. Entman framing analysis model.

The findings of this study stated that suaramerdeka.com framed the perpetrators of corruption as village officials. Although it is acknowledged that not all of them are corrupt, the news seems to give the impression that village officials have conducted a lot of corruption. However, on the other hand, the news content of suaramerdeka.com as a local media in Central Java also lacks detail in reporting corruption issues. Moreover, it seems only normative and does not show that it is a strong media in covering corruption cases. The explanation of the news was not very in-depth.

Organization of Research Activities as a Factor in Increasing the Efficiency of Training International Students in Host Russian Universities - Pages 1174-1187

Abstract: This article summarizes the practices of organizing research activities that can improve the training of international students in Russian universities. The authors analyzed and identified the correlation between the internal costs of research and development (R&D), the equipment in university research laboratories, and the number of foreigners studying at Russian universities. The authors used the methods of analysis and synthesis and a systematic approach to explore the experience of Russian universities in the training of international students. To identify the impact of internal R&D costs and the equipment of university research laboratories on the number of foreigners studying in Russian universities, the authors applied correlation and regression analysis, which included building a regression equation, calculating the correlation coefficient, the t-test, the coefficient of elasticity, and the coefficient of determination. This research paper revealed a strong correlation between the number of international students in the Russian Federation on the internal R&D costs and the cost of fixed assets and the equipment of Russian universities, which was proven by the calculated correlation coefficients, elasticity coefficients, and determination coefficients. The authors concluded that universities could influence the number of international students. This article proposes some methods for organizing the research activities of international students that increase their academic mobility and form the most relevant scientific and professional competencies. Higher educational institutions of any major can implement these recommendations for managing the research activities of international students. The novelty of this study lies in the fact that the authors performed the correlation and regression analysis and revealed the dependence of the number of international students in the Russian Federation on internal R&D costs, the cost of fixed assets, and the equipment of Russian universities. The authors illustrated the analysis results with the trend predictive values of factorial features and the value of the effective feature estimated according to the regression equations built. Using the calculated MAPE and Forecast Accuracy indicators for these predicted values, the authors concluded that the level of factorial features and the effective feature were predicted with high accuracy. Thus, host Russian universities can increase the number of international students through effective organization of research activities.

Enforcement of Illegal Fishing Laws that was Done by Foreign Ships in the Indonesian Sea Region, Viewed from International Sea Law - Pages 1164-1173

Abstract: This study aims to determine and examine the law enforcement of illegal fishing and the factors that inhibit law enforcement of illegal fishing conducted by foreign ships in the sea of Indonesia in terms of international maritime law. The type of research used by the authors in this study is a type of normative legal research. Normative legal research is done by examining the object of the form of legislation or legal norms applicable or applied to a particular legal problem. Concerning the type of research used the approach. The results showed that according to the 1982 International Maritime Law Convention (UNCLOS 1982) law enforcement of illegal fishing has been regulated in Article 73 UNCLOS 1982 while in the Indonesian National Law has been regulated in Article 69 Paragraph (4) law Number 45 of 2009 on Fisheries. Further obstacles to law enforcement are the impenetrable enforcement, lack of insight, and the integrity of law enforcement, and the lack of an active role and awareness of the community to assist law enforcement of illegal fishing in the Indonesian marine territory.

Innovative Industrial Clusters in the Context of Digitalization and Sustainable Competitiveness - Pages 1188-1196

Abstract: To ensure Russia's sustainable competitiveness, it is necessary to create an infrastructure that allows creating globally competitive technologies and products. The authors suggest that industrial clusters can drive the country’s sustainable economic and innovative development. The research methodology is based on the content of the concept of sustainable competitiveness and cluster theory. The study was carried out using the methods of regression analysis. The systematization of foreign and Russian researchers’ ideas contribute to the conclusion that the cluster approach for ensuring sustainable development and competitiveness in the digital era is regarded as absolutely reasonable. In order to test the hypothesis of the study using regression analysis, a model has been built to assess the dependence and influence of the number of clusters in Russia Federal Districts on the main indicators of economic innovative development of these territories. The regression models constructed by the authors demonstrate a clear dependence of region economic and innovative development indicators on the clustering level. The authors of the present research recognize that clustering should be considered one of the basic elements in the system of national and regional sustainable competitiveness.
