Abstract: In line with trends in other countries the Royal Thai Police acknowledges the need for more community-oriented approaches which are responsive to local contexts. However, the development of such approaches to policing needs also to engage with responses to illicit drug use locally, which would include a wider definition of harm reduction and accommodate the work of public health partners their initiatives, such as needle-exchange.

The present study examines the role of law enforcement officers in community-based drug treatment in the Chiang Mai region of the Upper North, through use of in-depth, qualitative interviews with key stakeholders, which included senior police, judges, public health managers, NGO workers and local community leaders.

Most interviewees expressed concern that not enough was being done to address drug use in local communities, and barriers to police adopting a harm reduction approach locally included government-directed arrest quotas and lack of experience in working co-operatively with public health partners. Effective police involvement required coordinated policy-change and officer training to develop understanding and ways of working to support community-based drug treatment.

Abstract: The protection of the sacred places that constitute the spiritual values of peoples is no less important than the protection of the physical entity of man, because of the attachment of these sanctities as a cultural and civilized entity. There is no doubt that the continuous and significant increase in the violation of the holy sites calls for the need to consider the legal protection of these holy places as an urgent necessity to preserve them. Attacks on holy sites represent a real threat to international peace and security, through the effects of the encroachment or threat to these holy sites, which leads to significant damage caused by armed conflicts, whether internal, regional or international. The legal basis for the protection of the holy places is closely linked to the development of the civilized thought of the international community. What is being reported today in the international community about violence and its escalation is related to the violation of the sacred places that affect the conscience and conscience at its core. The international community should therefore recognize that the more it plays its part properly, the sooner these violations will be put in place the less likely there will be an escalation of violence.

Abstract: May 20, 2002, East Timor was internationally recognized as an independent country by the name of Timor Leste with extraordinary support from the United Nations and thus officially became an independent state separate from Indonesia. One of the border areas that were selected as the research site was the Wini border, North Central Timor Regency, East Nusa Tenggara Province. In the Wini region, there is a market called the Wini market. This study aims to explain the role of social capital in international trade transactions in the Wini Market because it involves different citizens from Timor Leste and Indonesia. The research used a descriptive approach and qualitative research method. Theories used are Social Capital theory, Classical Economic theory, and the concept of Cross-Border Trade. The research shows that the people from Timor Leste conduct economic transactions, in this case, shopping at the Wini market every Monday to meet their food, clothing, and other needs. For border communities, the interactions in the Wini market are not only for trade transaction but also to interact with their relatives and others. The results of this study may contribute to the knowledge of the relationship between the science of International Relations and Sociology. From a practical point of view, a border policy can be applied in the economic sector and in the mechanism of mutually beneficial trade transactions between citizens of different countries. The elements of social capital such as trust, norms, and networks have functioned in the process of trade transactions. The application of social capital in international trade economic practices in the Wini Market is what keeps social harmony in the context of international trade transactions in the Wini Market.

Abstract: The problem of the study of “sacral” and “profane” in the discourse of the philosophy of culture has repeatedly been raised in numerous works of foreign and domestic authors. The fundamental development of the concepts of “sacral” and “profane” opens up grand-scale opportunities for the study of various forms of culture through the prism of the theory of “sacral”. The oldest collective form of culture that is extant to this day is the festivity, at the base of which there are “sacral” / “sacred” values and the truths of a particular society, no matter what type and era it belongs to. Modern socio-philosophical and cultural problems that arose at the beginning of the 20th century led to the emergence of value disorientation of several generations of people, which, in turn, has been leading modern society to even larger problems in all areas and directions of modern civilization. The major purpose of the study is to analyze and determine the interest and relevance to the study of the holiday as a mirror of the era, reflecting the images of the sacral and the profane in the culture of the people, their real aspirations, ideals, values and their consequences.

Keywords: Sacral, profane, culture, philosophy of culture, festive culture.
